In this scenario HNB supports MOCN. CN also supports MOCN. HNB broadcasts common PLMN and PLMN
List as well. Supported UEs are able to read all these PLMNs.

RMS provisions common PLMN - C as the PLMN of the HNB. This PLMN is brod-casted and
non-supported UEs are able to read only this PLMN.

HNB sends Common PLMN in HNB Registration Request.

HNBGW sends Access Request towards AAA.

Optional Allowed PLMN List is sent in Access Accept. This is not implemented in 17.0.

HNBGW sends HNB Register Accept to HNB. HNB broadcasts Common PLMN and the PLMN list.

UE1 was registered in Macro RNC with PLMN A and LAC X. UE1 has moved to HNB coverage area.
UE1 does Location Update Request with Old LAI as PLMN A + LAC X.

HNB to know the IMSI can send Identity request to UE1.
