link flaps and device removal.

Usage Guidelines This command enables you to avoid unne cessary removal of ASP con figurations when a featur e
intentionally shuts down a link (like EnergyWise, which shuts down inactive links to save energy). When
such a feature is enabled, you don't want ASP macros t o be applied and removed unnecessa rily. So you
configure the stic ky featur e.
