BgDiagMask
This mask allows a module to be online or
standby even though some items as marked by
the mask have failed background diagnostics. For
all tests, a bit set to 1 means the module will not
operate if the corresponding hardware is not
working. For all test descriptions, bit 1 refers to
the least significant bit of the lowest byte in the
octet string.
