Backoff Interval
The time interval to backoff a DTL that failed call
setup. The DTL will not be used again until this
interval has elapsed. The interval will not be
applicable if backoff is disabled on the SPVPC.

The maximum number within a PMP SPVC that
are activated per Pacing Interval.
