The customer needs to have more flexibility with the Event
Configuration Manager for assigning levels of access for users in
different managed subnets, i.e. user "A" can use CM in subnet "A" but
not in subnet "B".

The ECM has been altered so that ECM will not read the community
string of the user. But the SPECTRUM security underneath will
prevent a user from seeing the devices in other domains and hence
prevent users from attempting to load/capture/verify on these devices.
The user must have write access to the devices in his domain for ECM
host config operations to succeed.

The problem was a security issue when the SPECTRUM directories
have "write" privileges granted to the group "other". An unauthorized
user could potentially go in and replace files in the SPECTRUM
directories or place corrupt files/executables that could cause serious
damage to a SPECTRUM machine or disk. Only authorized users
should have "write" privileges to the SPECTRUM directories and
users belonging to the group "other" should not have these privileges.
This behavior, although undesirable, is working as designed presently.
The tar command is supposed to behave differently if run as the "root"
user and because SPECTRUM is normally installed by the "root" user,
"tar" is also running as root.
The resolution was to change newtar to allow a -u flag, which will
honor umask even if run as the "root" user. This will mean
SPECTRUM can extract the files as the user would like according to
their umask setting. However, this will only effect the products/files
that you are currently installing. Any files that are currently set to
have write privileges to the group "other" will have to be changed
manually.
