bit 12 used for filterOffset
if set, the filterOffset field applies to the data beginning from past the IP
header, rather than from the start of the translated packet. (The packet must
be an IP packet with a valid IP header; if the packet is fragmented, then the
packet must be the first fragment.)
bit 11 used for determining if a filter would have been applied
if set, this filter should not be used for the forwarding/filtering decision
making; however, the ATX must determine if a packet would have been
filtered if the filter were to have been used (and filterPktCnts must be
updated). This is referred to in LCM as a pseudo filter.
bit 10 used to determine if this filter should be combined
if set, this filter should be combined, using the or operator, with the next
filter of the same filterComboType for the same filterPortNo
bits 9-8, used for filterFrame
bit 9, if set filter if match
bit 8, if set filter if not-match
bits 7-6, used for filterSource, filterSourceEnd, and filterSourceMask
