Parameters
Motion Block Change-Over (1224 to 1227, 1254) are binary encoded
and are added via the value of the bits. Additionally, "1" is added for calculation of
the motion block - motion block exists as an overriding motion block enabling pa-
rameter changes across all motion blocks at the same time.
