[Description] Enables or disables the panel buttons.
 When the LSB is 0, the panel buttons are enabled.
 When the LSB is 1, the panel buttons are disabled.
 In Epson TM-T8x emulation mode, the ESC @ command will re-enable the panel
buttons.
