The virtual network router (VNR) incorrectly responds to targetless LE_ARP.

the ping command is successful, but the following message is logged on each slot

CR 130418-1: VRRP
On a router with ISP mode enabled, VRRP advertisements do not get transmitted,
causing VRRP to come up with dual masters.
CR 132271-1: ATM LANE
The router LEC may not send LE-ARP requests after five minutes, which causes
the entries in the LE-ARP cache to never age out.
CR 132540-1: ATM
The ATM driver does not handle a failed ATM VC release request.
