1. If the condition shown in check item 1 is met, perform a cold start.
2. If the condition shown in check item 2 is met, check the unit (a jobnet with start conditions or an event job)
whose status has not changed, and then use the ajschgstat command or the Change Job Status dialog
box to change the status.
