setup ID is not set correctly, use the jbssetcnf command to set it.

appears when you do not have permissions for the following directories during execution of a data collection tool:

have been uninstalled. Alternatively, the environment might have been deleted.

uninstalled, install the embedded database and set it up. After setup, re-set the embedded database as the scheduler
service database.
If the environment of the embedded database has been deleted, set up the embedded database and then re-set the
embedded database as the scheduler service database.
