or stopping. Wait for a while and then re-execute the command.
• When -r start is specified
The job execution environment or scheduler service that you attempted to recover may have been maintained.
Check the status of the job execution environment or scheduler service you must recover, and then re-execute
the command.
• When -m manager or -m scheduler is specified
Take action according to the message that is output to standard error at the same time as this message, and then
re-execute the command.

The scheduler service control file does not exist.
A file necessary for executing the command has not been created.
