Controls the opacity of the big SteeringWheels.
Valid values are from 25 to 90 percent. When set to 90, the big wheels appear
almost fully opaque against the drawing window and obscure the view of the
objects under the wheel. When set to less than 90, the big wheels appear to
fade into the drawing window, which results in the objects under the wheel
to appear less obscured.
