SAFETY PRECAUTIONS FOR MAINTENANCE OF
ELECTRICAL/ELECTRONIC EQUIPMENT
Section I. GENERAL INSTRUCTIONS
T-1. Purpose.
This bulletin prescribes minimum safety precautions to follow in the maintenance of electrical and
electronic equipment.
T-2. Scope.
This bulletin is applicable to all US Army personnel responsible for planning, supervision, or actual
work in a maintenance facility for electrical or electronics equipment. Typical operations covered in this
bulletin are inspecting, testing, troubleshooting, repair, and calibration.
T-3. Responsibility.
Although safety is a command responsibility, the application of safety principles rests with the
supervisor and, ultimately, with the individual. Personnel will comply with the safety precautions
contained in this bulletin and will observe all warnings and cautions contained in Department of the Army
technical manuals and bulletins; depot maintenance work requirements; modification work orders;
manufacturers' manuals; and operating, maintenance, and calibration procedures which apply to the
operation being performed.
T-4. Training.
Technicians involved with electrical equipment, circuits, or transmission lines must be provided local
training by qualified personnel in safety and the proper techniques of first aid, including rescue and
resuscitation, to meet the requirements of this bulletin. The contents of the training courses and the
number of hours of class attendance will be determined by the commander to suit local needs. There
shall be an annual training requirement for all technicians that shall include, as a minimum, the review of
this bulletin and refresher instructions in pertinent aspects of safety and lifesaving techniques.
T-5. Standing Operating Procedures.
Standing operating procedures will be developed and posted by the supervisor for all hazardous
operations that are frequently performed. These procedures will be approved by the local safety office
and will be reviewed by the supervisor annually for accuracy.
T-6. Waivers.
Authority to grant waivers to these requirements is delegated to the safety office of the major Army
command (MACOM) having jurisdiction over the Army activity requesting the waiver. The requests for
waiver will specifically indicate the section or paragraph for which the waiver is requested.
Circumstances requiring the waiver and justifications thereto will be provided, including those precautions
to be taken to achieve maximum safety in operations during the waiver period, and those steps being
taken to eliminate the conditions which necessitated the request for waiver. Waivers shall not exceed 6
months in length.
