DEVELOP TECHNICAL SPECIFICATION REQUIREMENTS FOR EQUIPMENT PROCUREMENT

Conditions: In a tactical or garrison environment, given Other Procurement (OP) Requirement
Documents, technical reference manuals, and equipment catalogs.
Standards: The standards are met when requirements, priorities, and funding approval are established
following MILDEP procedures and recommendations.
Performance Measures Results
1. Plan for equipment replacement and expansion. P F
2. Obtain needs list from operations and production personnel. P F
3. Determine engineering and technical data requirements. P F
a. Identify the standard power available where the equipment will be installed;
include AC operating parameters (voltage, hertz, phase, and wires).

b. Identify transmitters as AM, FM, TV, or other; indicate frequency in kHz, MHz, or
GHz. Also, identify TV channel and transmitter output power.

c. Identify any equipment that must interface with the requested item or system for
compatibility. Note any physical or environmental constraints that must be
considered for procurement of this item or system.

d. Identify spare parts, operator and maintenance manuals, and additional
information required.

4. Research available equipment to meet requirements. P F
5. Prepare bill of materials (BOM) to complete project. P F
6. Design project and layout. P F
7. Submit drawings for approval. P F
8. Provide information and specifications to chief engineer for OMA and OPA purchases. P F
9. Assign project team chief to supervise installation. P F
Evaluation Guidance: Score the soldier a GO if all steps are passed (P). Score the soldier a NO-GO if
any step is failed (F). If the soldier fails any step, show what was done wrong and how to do it correctly.
Have the soldier practice until he can correctly perform the task.
