Step 1. Install Mellanox WinOF package that supports SR-IOV.

Step 2. Configure HCA ports' type to Ethernet.

SR-IOV cannot be enabled if one of the ports is Infiniband.

Step 3. Query SR-IOV configuration with Powershell.
