6.12 Regulatory regimes for DECT type approvals
The aim of the European Telecommunications Standards Institute (ETSI) DECT standardization has
been to develop a modern and complete common harmonised standard within the area of cordless
telecommunications. Harmonised standards are those prepared and adopted on a European basis,
with any conflicting national standards being withdrawn.
The DECT standardization effort has received substantial support from the European Commission
(EC). The European wide allocation of the frequency band 1880 - 1900 MHz has been reinforced by
directives stating that the allocated frequency band has to be made available in each country from
1992 upon market demand. DECT shall have priority and be protected in the designated band.
For rapid introduction on a European wide bases Common Technical Regulations (CTRs) have been
established. A CTR is a document containing directives that makes the related Technical Basis for
Regulation (TBR) document mandatory throughout the European Community. A TBR is an ETSI
document which contains the essential requirements a DECT product must be tested to and how the
test must be executed and the required test results. For example, conformance to the DECT physical
layer is tested by TBR 6; DECT products where speech is involved is tested against the TBR 10.
Approval to a CTR gives access to single European market through a simplified legal procedure.
Development of required tests and establishment of European test facilities are supported by the
Commission of the European Community (CEC) through its Conformance Testing Service (CTS)
program, specially CTS-3 and CTS-5.
TBR 6 (EN 301406)
Essential characteristics of the DECT physical layer must be in conformance to the TBR 6 and is
mandatory for all DECT equipment. TBR 6 mainly contains a description of the required tests, how
the tests must be executed, radio parameters, test messages and the Dynamic Channel Selection
messages and procedures.
TBR 10
Conformance to TBR 10 is mandatory for all DECT equipment supporting a 3.1 kHz telephony (speech)
capable of direct or indirect inter working via the public PSTN/ISDN.
TBR 10 contains the speech coding and speech transmission requirements. It ensures end to end
speech compatibility, without the need to add any DECT specific restrictions on the attached local or
public network.
TBR21
Requirements for pan-European approval of Terminal Equipment (TE) connected to the analogue
Public Switched Telephone Networks (PSTNs). It applies to TEs with Dual Tone Multi Frequency
(DTMF) signalling.
TBR 22 (EN 300444)
TBR22 contains the requirements to ensure the air interface interoperability of DECT equipment
capable of telephony applications, in such a way that any DECT portable part conforming to the
procedures described in TBR 22 is capable of interoperability with any DECT fixed part conforming
to the procedures described in TBR 22.
