 No POTS service on the line
 No active data services on the line which can be detected by
the ARGUS 42 (0KHz)  empty pair?
 ISDN BRI U layer 1 not present, might be down due to
inactivity of the P-MP line, or NT1 is disconnected
 ADSL might be inactive (0KHz) or signal is below the input
sensitivity
What can be tested?
 Performing an R/C measurement to check the line
1. Result is a capacitance: line is open or terminated with capacitance (e.g. splitters
with a 50nF or 100nF capacitance)
2. Result is a resistance: line might have a resistive fault, remote loop to measure
the length, or has a resistive termination
 The ADSL connection can be tested by pressing ADSL 

 Profile
(can be Annex A or Annex B in this case), or the
 ISDN BRI U interface can be tested by pressing LINE  U interface  TE automatic
