AU enables/disables the MIR/CIR support
feature for all SUs served by the AU, regardless
of the setting in the SU.
The option exists in the SU only for compatibility
with AUs running SW versions 3.X and lower, in
which case the MIR/CIR support feature is
controlled at the SU.
