Transmitter Pre-Emphasis Settings
The programable pre-emphasis block in the transmit buffer amplifies the high frequencies in the transmit
data to compensate for attenuation in the transmission media.

Description
Controls the polarity of the first pre-tap for pre-emphasis. The default value is FIR_PRE_1T_NEG.
