Explanation This alarm is raised when the ONU does not respond to grants from
the OLT. This is usually caused by disconnecting the fiber at the
ONU or by powering down the ONU, and in those cases this alarm will
eventually be masked by the “All links down” alarm on the ONU.

2.20.15 Links Not Discovered

Explanation Prior to release 9.0, this alarm on the ONU was a degrading alarm.
This implied that the ONU could be carrying traffic on any subset
of its 6 links that are discovered. However, in 9.0 the ONU is not
even configured unless all links have been discovered, so it's not
traffic capable in this state. Therefore, this alarm is failing
with the same severity and impact as "All Links Failed".
