Explanation The remote peer has gracefully taken the link down, but the local
interface is still enabled. A common cause would be that the remote
interface has been administratively disabled.
Action Perform the following:

Severity Minor
Explanation This alarm indicates that no logical links have been discovered for
a pre-provisioned ONU.
Action Perform the following:
1. Check that the ONU is connected to the fiber.
2. If ONU is connected, make sure it is powered up.
3. If the alarm persists, replace the defective ONU.
