Review SCRAM Program Participant Agreement
Before having the client sign the Participant Agreement, carefully review the document
with the client. AMS also recommends that the client view the Participant Agreement
video.
Components of Agreement
Program Costs – Fees
As mentioned previously, initial costs include a Hook Up fee and payment for the first
two weeks on the SCRAM Program. Additional costs can be incurred if the equipment is
intentionally damaged.
Required Communications
The client must be physically in range of the modem for 15 minutes prior to each of the
designated reporting times. Remind the client to stay within range the entire time that the
green light is blinking. The modem range is within the same room as the modem or
within 30 feet of the modem.
If two clients reside in the same household, both modems cannot be plugged in
simultaneously. In order to upload the bracelet data, each client must follow these steps at
different times during the day:

1. Plug in the SCRAM Modem.
In less than one minute, the red and green lights will turn on and begin to
alternate.
2. Once the red and green lights turn off, wake up the SCRAM Bracelet by running
a magnet over the serial number.
In less than one minute, a solid red light will turn on and the green light may or
may not be blinking. After two to five minutes, both lights will turn off.
3. Unplug the modem power cord and plug it back into the modem.
In approximately 15 seconds, the red and green lights begin to blink alternately.
4. When both lights turn off, unplug the modem.
Equipment Replacement Costs
When bracelets and modems are returned to AMS, a quick inspection is conducted on
each device to determine if a tamper is possible. If a tamper is suspected, a Return
Inspection Report is completed. If it is proven that a client has damaged a modem or one
of the bracelet components, use the report to support recouping the replacement cost. The
following is a sample cost chart.
