When the 7th step BS Release of the sequence-1 is set to System
Handoff, 8th step BS Call (RF Test) of the sequence-1 up to the 11th
BS Release are changed to --- and Location Update up to BS Call
(Talk) of the sequence-2 are changed to --- at the same time.

When the 7th BS Release is changed to System Handoff under the
