Sets the starting bit address of a bit address range for error location. The query
returns the current value. This command only has an effect if the BLOCk option is
set with the SENSe[1]:BLOCk command.
This value must be in the range: 0 ... pattern length - 1. Values out of range are set
to the maximum value silently.

Values beyond the maximum value are set to the maximum value silently.

The Error Location Capture is disabled in "8B/10B Comparison" and "Bit
Comparison without PCIe3 SKPOS" error ratio modes. Therefore all the SCPI
commands under this subnode will not show any results, if you are in "8B/10B
Comparison" and "Bit Comparison without PCIe3 SKPOS" error ratio modes.
