1. How to retrieve the counter/frequency value:
Counter (decimal) = (value of 40002) x 65535 + (value of 40001)
Frequency (decimal) = (value of 40001)/10 Hz
2. Time Unit: 0.1 ms
3. If the count number is overflow, this bit will be 1. Once this bit is
read, the value will return to 0.
