Values of All GCL internal flags (Flag 0 ~ 15) are logic high.

This command sets one specific GCL internal flag value.
GCL internal flag (Flag 3) is logic high.

This command sets one specific GCL internal flag value.
GCL internal flag (Flag 14) is logic low.
