8. Bulk-OUT Command
8.1 HOST_to_RDR_IccPowerOn
This command is used to activate the ICC and PICC . The ATR will be returned if available in
response “RDR_to_HOST_DataBlock” Format (See 2.1).

8.2 HOST_to_RDR_IccPowerOff
This command is used to deactivate the ICC. For PICC, it does nothing.
