Use the Oil Paint filter gives an image the look of a classic painting.

Filter > Oil Paint.

. Experiment
with the Brush and Lighting options.

. Click
OK to apply the filter.
If the Oil Paint filter is not working, it's possible that you don't have a supported graphics card. Or, it could mean that your graphics card driver
