Number of packets the flow delays because of policing

rate of the flow.
Upstream Stats Provides statistics for the upstream Service Flows.
Fragments Number of fragmentation headers the upstream
Service Flow receives, regardless of whether the
fragment was correctly re-assembled into a valid
